The Personnel Department administers benefits for eligible employees and retirees. Currently Excellus Blue Cross Blue Shield, www.excellusbcbs.com, is the health insurance administrator, and EBS-RMSCO, www.ebsrmsco.com, handles the dental and flexible spending programs.
Tioga County is a participating employer in the NYS Employees and Local Retirement System, www.osc.state.ny.us/retire/ , and membership in the retirement system is mandatory for some employees and optional for others. In addition to the NYS Retirement System, Tioga County offers employees an optional investment program, 457 plan, which is currently administered by Nationwide Retirement Solutions, www.nrsforu.com.
