Tioga Investigates Natural Gas

The Tioga Investigates Natural Gas (TING) Steering Committee believes that the impacts and opportunities related to natural gas drilling county wide are either not being addressed or are being addressed piecemeal by several public, not-for-profit and private organizations. TING desires to coordinate and streamline these current fragmented activities.

To accomplish this:

1. The TING Steering Committee will be comprised of a broad spectrum of representatives/interest groups.

2. The TING Steering Committee, with input from any/all agencies, will identify the impacts/issues/opportunities associated with the development and production of natural gas.

3. For each impact/issue/opportunity, the TING Steering Committee will create a Stakeholder sub-committee:

a. Made up of appropriate stakeholders
b. Whose mission will be to investigate, research, and provide solution alternatives and recommendations to the TING Steering Committee
c. Will take the steps required to implement (or oversee the implementation of) the TING Steering Committee’s approved plan of action

4. The TING Steering Committee will publish to the County, its Municipalities, and its residents, as appropriate, all plans for natural gas production readiness.

The TING Steering Committee is comprised of representatives from:

  • The Tioga County Legislature
  • The Council of Governments "COG" (representing all towns and villages)
  • Landowner Coalitions
  • Farm Bureau of NY
  • Cornell Cooperative Extension "CCE" of Tioga County
  • Rural Economic Area Partnership "REAP"
  • Tioga County Planning Department
  • Tioga County Soil and Water Conservation District
  • Tioga County Chamber of Commerce (representing the private business sector)
  • The Environmental Management Council
  • Tioga County Geographical Information Systems "GIS"

Testing Recommendations for Residential Water Wells
Neighboring Natural Gas Well Development Sites

There is a community concern that private wells may be affected by the natural gas drilling that will be done in Tioga County. It is strongly recommended for owners of private wells to have their water tested to determine a baseline of element levels in the water. If a baseline is established, then it would be possible to determine if the well has been contaminated after drilling has been done. The elements that the Tioga County Health Department is recommending to test for are as follows:

Arsenic Methane
Barium Oil and Grease
Calcium PH
Chloride Sodium
Detergents Strontium
Hardness (Calcium and Magnesium) Total Dissolved Solids
Iron and Lead Total Suspended Solids
Manganese Volatile Organic Compounds

All potable water samples should only be analyzed by a laboratory properly certified by the NYSDOH Environmental Laboratory Approval Program (ELAP). Listed are four labs that are within the surrounding area that are equipped to handle these types of water tests.
