Town and Village of Barton, Tioga County NYThe Town of Barton consists of 59.36 square miles and is bordered by the Susquehanna River and Bradford County, Pennsylvania to the south, Chemung County to the west, the Town of Spencer to the north, and the Town of Tioga to the east. The 2000 Census states the population is 9,066 residents. Residents in this area generally gravitate towards Elmira to the west and Sayre in Pennsylvania. Much of the land in Barton outside of the Village of Waverly is rural and used for agriculture. Stateline Auto Auction located across from Town Hall on NYS Route 17C is a major distributor of new and used autos to/from car dealers throughout the Northeast. The County recently opened a new building on the Waverly-Barton line on Donnelly Drive next to the Waverly-Barton Fire Station for its Mental Hygiene office. The County intends to provide additional services in their new building to clients in the western part of the County through the multi-purpose office. The hamlet of Lockwood is located along NYS Route 34. Sheppard Hills County Club has recently opened up to the public and provides a challenging round of golf on a well-groomed course.

The Village of Waverly consists of 2.26 square miles within the Town and holds bragging rights as the largest village in the County with a population of 4,607. Broad Street is Waverly's Main Street USA with many historic buildings that have recently had a dramatic increase in occupancy. Manufacturing is going strong in the industrial areas around Donnelly Drive. The Leprino Cheese Factory is Waverly and Barton's largest private employer. The plant is located half in New York and half in Pennsylvania. The plant is presently going through a major expansion and continues to provide most of the mozzarella cheese for the chain pizza restaurants on this side of the Mississippi River. The beautifully restored houses in the residential part of the Village are some of the finest in the County. Efforts are ongoing to try and persuade the State to transform the Waverly Reservoir property into a State Park with river access and nearby golfing privileges. If successful, this would be a big boost for the local economy in the area.
