EMPWritten proposals subject to the conditions herein stated and attached hereto, will be received at this office until May 7, 2012 at 3:00 p.m. for providing the services as described below for Tioga County, New York (hereinafter “COUNTY”). The COUNTY is hereby requesting written proposals to provide professional services. The COUNTY will receive proposals from Proposers having specific experience and qualifications in the area identified in this solicitation.  For consideration, proposals for this project must contain evidence of the Proposer’s experience and abilities in the specified area and other disciplines directly related to the proposed service.  Other information required by the COUNTY may be included elsewhere in the solicitation. Questions & Answers:

  • Q1: Is ESF#14 the only point to be covered in RFP?
  • A1: ESF#14 is only one section to be covered in the Plan what was met is the plan should be in the ESF format.
  • Q2: What is the expectation of this task?
  • A2: This the minimum requirements for the day to day and completion of the plan.
  • Q3: Who are the partners?
  • A3: County Department Heads and Legislators.
  • Q4: What are their working hours?
  • A4: Department Heads 9AM to 5 PM.
  • Q5: Is the day to day basis with the PM expected for the full 6 months?
  • A5: As needed basis.
  • Q6: If so, what are the working hours and days?
  • A6: Any day any hour.
  • Q7: If so, does the point of contact have to physically available or reached by phone and/or email?
  • A7: County point of contact is available 24/7.
  • Q8: Who is the identified PM?
  • A8: County Emergency Manager.
  • Q9: Performance Bond: States that a $200,000 performance bond be posted with Tioga County. Can this be removed from the requirements?
  • A9: Yes
  • Q10: Will there be any State, Federal and/or Local guidelines that are expected from the developed plan?
  • A10: Just need to follow the pattern of Federal ESF example.
  • Q11: There are no identified grading guidelines within the RFP, Do any exist? If so what will determine the basis for award?
  • A11: Contractors will be interviewed and between grades determined by the interview and the proposed cost will determine the award.
  • Q12: The RFP for a Comprehensive Emergency Management Plan is slightly ambiguous as to how you want proposals received. It mentions e-mail with a date of May 4th, but lists the final deadline as May 7th. Can the proposals be e-mailed to you on May 7th or do you need a hard copy?
  •  A12:  Proposals are due May 7th at 3:00 PM by email, regular mail, or FED-X.

PROPOSAL REQUIREMENTS:
One (1) unbound original and five (5) copies of the proposal must be submitted to the attention of Elaine Jardine at the above address, no later than 5:00 p.m., Friday, April 20th, 2012.  All proposals must be sealed and in writing. Department of Health Recommendations & Precautions to Prevent Possible Illness from Flood Waters

New York State Department of Health recommends washing your hands with soap and water that has been boiled or disinfected before preparing or eating food, after toilet use, after participating in flood cleanup activities, and after handling articles that contaminated with flood water or sewage; avoid eating or drinking anything that has been contaminated with flood waters; do not wade through standing water. If you do, bathe and put on clean clothes as soon as possible.

Avoid contact with flood waters if you have open cuts or sores. If you have any open cuts or sores and cannot avoid contact with flood waters, keep them as clean as possible by washing well with soap to control infection. If a wound develops redness, swelling, or drainage, seek immediate medical attention. Residents who sustain lacerations and/or puncture wounds and have not had a tetanus vaccination within the past 10 years require a tetanus booster.

If there is a backflow of sewage into your house, wear rubber boots and waterproof gloves during cleanup. Remove and discard absorbent household materials, such as wall coverings, cloth, rugs, and sheetrock. Clean walls and hard-surfaced floors with soap and water and disinfect with a solution of ¼ cup bleach to one gallon of water. Thoroughly disinfect food contact surfaces (i.e. counter tops, refrigerators, tables) and areas where small children play. Wash all linens and clothing in hot water. Air dry larger items in the sun and spray them with a disinfectant. Steam-clean all carpeting.
