The County Clerk's office is responsible for recording Deeds, Mortgages and other real property related documents within the County. In addition, the County Clerk is the clerk of the Supreme and County Courts. As the clerk of those Courts, the County Clerk is responsible for preserving the records of the Supreme Court, the criminal records of the County Court, and collecting fines ordered by the County Court.

The County Clerk's Office is open to the public from 8:30 am to 4:30 pm, Monday through Friday, effective November 16, 2022.  We are closed Saturday and Sunday and all legal holidays. 

The County Clerk's Office is mandated by law to provide free notary services.  Please be prepared to present photo ID to the notary.

Certificate of Residency

Please visit the Treasurer's Office at 56 Main Street Owego if you are a Tioga County resident looking for a Certificate of Residency for college.  The Clerk's Office does not issue these certificates.

Please note:  The entrance to the County Clerk's Office is through the Court Annex located at 20 Court Street, right next to the County Clerk's Office.  The security station in the Court Annex closes promptly at 4:30 PM, Monday through Friday.  Please plan to be through the security station by no later than 4:15 PM if you need to visit the County Clerk's Office.

The Tioga County Department of Motor Vehicles, 56 Main Street, Owego, falls under the purview of the County Clerk's Office.  The DMV operates on a walk-in basis.  That office is open Monday through Friday, 9:00 am to 5:00 pm.  No transactions after 4:45 but staff is available to answer questions and hand out forms.

**Things to keep in mind for a smoother transaction:

  • If there are multiple applications, each application must have its own check or money order attached. (Customers must pay passport fees to the U.S. Department of State in checks or cash.)

  • If paying by cash, there is a fee of $2.10 per application for us to obtain a postal service money order to send with each passport application.

  • Payments for the Clerk’s fee AND passport photos can be done in one check or by credit card or cash.

  • The Clerk's processing fee is $35.00 per application.

The County Clerk's office accepts applications for new U.S. Passports only. When applying for a new Passport in our office, we collect two fees.  One fee for the Passport book and/or card, and one fee for executing and mailing the Passport application to the US Department of State. We have blank applications here.

Please note: The cost of the Passport book or card must be paid in cash or check. If paying in cash, we have to charge an extra $2.10 in addition to the full passport fee so we can buy a USPS money order to send with the application.  If paying by check, please make the check payable to the US Department of State

The Passport application execution fee is $35.00 per application.  When paying the Passport application execution fee, you may use cash, check, or credit card.  Please make your check payable to the Tioga County Clerk.  If paying by credit card, there is a small service fee added to the transaction and paid to GovPayNet. 

We also have blank applications for Passport renewals, but we cannot execute these applications.  You must complete and mail Passport renewal applications on your own.  We do suggest that you use a track-able form of US mail when sending your Passport renewal to the US Department of State.

Certified copies of divorce decrees can be obtained from the Tioga County Clerk's Office if the divorce action was commenced in Tioga County.

Other vital records such as birth, death, and marriage certificates are filed in the Town or Village Clerk's office where the person was physically born, died, or purchased their marriage license.
