The Tioga County Department of Personnel, under the direction of the Personnel Officer, administers the provisions of the New York State Civil Service Law for the 24 County departments and more than 20 jurisdictions (towns, villages, schools and special districts). All current job vacancies and exam announcements are posted through the Personnel Office and available online through this page.
In addition, the Personnel/Civil Service Department has been charged with the responsibility for fair and equitable administration of the fringe benefits, collective bargaining agreements, Management/Confidential Salary Plan, and workers’ compensation program to all County employees. In doing so, the department offers new employee orientations, insurance claim assistance, and a variety of other support services.
The Hiring Emergency Limited Placement Program (HELP Program) is in effect for Tioga County from September 25, 2023 to December 31, 2024. This temporary program allows Tioga County to hire for the following titles without participating in the Civil Service exam or being appointed from an Eligible List:

Applicants must meet the minimum qualifications for the desired position.
Employees would serve the required probationary term as outlined in Tioga County Civil Service Rule XIV.1.a.
After the end of this temporary program, those employees will then attain competitive status.
There are five (5) different classifications: Unclassified, Exempt, Labor, Non-Competitive, and Competitive.
Titles that are classified as Competitive require applicants to compete in an examination process. The process includes an applicant meeting the minimum qualifications for the title and completing all components of the examination itself. In order to be considered for permanent employment, candidates must place among the top 3 scores and interview successfully.

The Personnel Department administers benefits for eligible employees and retirees. Currently, Excellus Blue Cross Blue Shield is the health insurance administrator, and Lifetime Benefit Solutions handles the health reimbursement and flexible spending programs.
Tioga County is a participating employer in the NYS Employees and Local Retirement System, and membership in the retirement system is mandatory for some employees and optional for others. In addition to the NYS Retirement System, Tioga County offers employees an optional 457 investment program administered by Nationwide Retirement Solutions.

Tioga County Self-Insurance Plan is the workers’ compensation carrier for Tioga County employees, employees of Tioga County municipalities, active volunteer firefighters for Tioga County fire departments, and volunteer ambulance workers for the Berkshire Emergency Squad. Triad Group is the third party administrator that handles claims for the Tioga County Self Insurance Plan.
If you work for an employer under the Tioga County Self Insurance Plan and have been hurt on the job, notify your supervisor immediately.
